Trump Peace Deal Encounters Putin’s Non-Negotiable Terms

Russian President Vladimir Putin has created a complex diplomatic situation by expressing conditional support for Donald Trump’s Ukraine peace framework while simultaneously issuing demands and threats that complicate negotiations. At a press conference in Kyrgyzstan, Putin acknowledged that Russia received a version of the American-backed proposal discussed in Geneva and indicated it could potentially form the basis for future agreements.
The primary barrier to diplomatic progress remains Putin’s insistence on Ukrainian military withdrawal. The Russian leader explicitly demanded that Ukrainian forces completely vacate territories they currently hold before hostilities can end, presenting this as a fundamental requirement for peace. He backed this ultimatum with threats of continued military action, warning that Russia would achieve its objectives by armed means if Ukraine refuses to retreat.
Putin supplemented his territorial demands with attacks on Ukraine’s governmental legitimacy and calls for international recognition of Russian gains. He claimed that concluding any agreement with Zelensky would be “legally impossible” because the Ukrainian president has extended his term without elections, despite the fact that martial law prevents such votes during active warfare. Moscow also seeks formal global acknowledgment of its territorial conquests in Ukraine.
Trump’s peace proposal has evolved considerably following intense criticism that early versions overwhelmingly favored Russian demands at Ukraine’s expense. Initial drafts reportedly called for Ukraine to surrender entire regions including Donbas, accept Russian control of Crimea, substantially reduce armed forces, prevent deployment of foreign troops or advanced weapons, and permanently forgo NATO membership. After pressure from European allies and Ukrainian officials, the framework was streamlined from 28 provisions to 19.
Ukrainian leadership confronts an agonizing dilemma between continued devastating warfare and potentially accepting unfavorable peace terms. President Zelensky has characterized the choice as potentially requiring either sacrificing national dignity or risking the loss of essential American support, while acknowledging the war’s heavy toll by noting that “even the strongest metal can break.” Ukrainian officials have indicated willingness to proceed with the revised proposal and discuss remaining sensitive points directly with Trump. Meanwhile, ongoing Russian drone strikes on residential buildings in Zaporizhzhia demonstrate that violence continues as diplomatic efforts proceed.
